Jocotepec, Mexico — Joe lived awhile down the lake. We would visit him of an afternoon, Vi and I, and find him, a bear of a man, bearded mountain Buddha, writing on the porch of his one-room place in Ajijic. Always he wore his old fishing vest, in which I suspect he was born, and sometimes he carried a small laptop in one of its pockets. Usually we adjourned to the living room, which was also the bedroom, dining room, and salon. He would fetch bottles of local red, or make the jalapeño martinis he invented — there was a bit of mad chemist in him — and we would talk for hours of art, music, the news, politics, and people. Especially people. Sometimes he grabbed one of the guitars from the wall and sang blues, at which he was good. I guess growing up dirt poor in West Virginia puts that kind of music in you.

Joe could fool you. He talked slow and Southern, lacked pretensions, and you could talk to him for weeks without realizing how very damned smart he was.  One day we dropped in and he said he had just found that he had cancer. It went fast. He died Saturday.

Most who have heard of him have done so through his books, Deer Hunting with Jesus: Dispatches from America’s Class War, and Rainbow Pie: A Redneck Memoir. Deer Hunting is a curious work, a sleeper, that you can read the first time without noticing that it deserves a high place in American letters. He tells of that huge class of unnoticed people in America, the white underclass of a thousand small towns and countryscapes, of Winchester, Virginia where he lived and by implication to Waldorf, Maryland and King George, Virginia and, well, all over the Carolinas and the Cumberland Plateau and … everywhere. America thinks it is a middle-class country. It isn’t. Joe knew.

You wouldn’t see it at first as sociology. Sociology is supposed to be written in drab, repetitive, half-literate, numbingly narcotic prose that would make an anvil beg for mercy. Joe was more Twain. Never eat cocktail weenies out of the urinal, he said, no matter how high the betting gets, while talking of people working whole lives in jobs without benefits or retirement and generally getting screwed. He had no patience for smug commentators in Washington who talked at half a million bucks a year of how America was a land of opportunity if only you worked hard. It isn’t. He knew it. So did I, having grown up in rural King George County, Virginia, where the same people lived. He was exactly right.

He lived largely, coming out of the mountains and spending a year at the Corcoran School of Art, and drifting west where his immense talent had him spending a lot of time with Hunter Thompson and the giants of the era and writing for all manner of publications. He believed deeply in booze and recreational drugs, which in those years was perhaps not a view unique to him. Shortly before his death he told Vi and me about having met some local Mexican folk here of Indian antecedents and going up in the hills one night to do mushrooms, and lying out half the night watching the stars swirl and dance. He lived for years on an Indian reservation without electricity, worked as an editor for Military History magazine, likewise for an agribusiness magazine flogging pesticides, and told horrendous stories about what we actually eat. He was miserable at Military History, but needed to live.

He went to the internet, driven to write for whatever reasons drive people to write, and got found by Dan Greenberg, the literary agent. Agents, and publishing houses in New York, are generally characterized by a lack of knowledge of writing, writers, America, and books, but Greenberg was lax in observing the traditions of his trade. He asked Joe to write a book. Which Joe did.

The consequences were odd. Deer Hunting became immensely popular in … Australia. It sold well in … England. It was translated into Spanish, twice, in Spain and … Argentina. Argentina? Joe was invited to 10 Downing Street, did countless radio interviews in Australia, a book tour in Italy. Rainbow Pie would go into German and Italian. It was by comparison ignored in America. Something is very wrong somewhere. I’m not sure what.

Maybe New York just doesn’t like rural people, or doesn’t know that there are any. And there was certainly a rural flavor to the man. Seeing a young woman with piercings in her nose and ears and God knows whereall, he commented that she seemed to have fallen face-first into a tackle box. His politics may have confused the chattering classes. Joe was the least racist guy who ever lived, but he wrote about the white poor, whose very existence runs against hallowed doctrine. He was also explicitly in favor of the Second Amendment, noting that ninety pounds of dressed venison matters a whole lot to many families. These are families that reviewers of books have never heard of.

Joe described himself as a redneck socialist, and he was. He was profoundly concerned with the fate of the people he wrote about, those who worked hard all their lives and ended up with nothing. Funny: I’ve never met a socialist who didn’t care about others, or a capitalist who did. The truth is that a great many decent people are on the wrong side of the intelligence curve, don’t come from families that send their young to university, and can’t protect themselves from the corporate lawyers and bought legislatures.

It wasn’t a pose. He really and truly, honestly, demonstrably and implausibly, had no interest in money. He lived for some time in Hopkins Village in Belize, a seaside community of black, downscale Garifuna and, when some money began to come in from Deer Hunting, regularly gave it away to help the locals. He didn’t have a sainthood complex. He just didn’t care. He wanted books, a guitar, friends, internet, wine, and occasional substances not approved of by DEA. No pretenses. Drop acid, not names.

When he had to choose between horrible surgery of dubious prospect, and just saying, “Nah,” he said “Nah.” Joe was going to start Spanish lessons with Vi once he got past the paperwork of Rainbow Pie, but I guess that’s not going to happen. We’ll miss the throaty blues and mountain ballads, the discovery that Edward Hopper was our favorite painter, the jalapeño martinis barely drinkable though they were, and swapping tales of wild times and odd places. And the sheer good-hearted intelligence of the man.

It was great, brother. Hope to see you again in a few years.

Peruvian child becomes symbol of US undocumented

LIMA, Peru – Seven-year-old Daisy Cuevas, thrilled to see herself on television with U.S. First Lady Michelle Obama, didn’t quite understand the predicament in which she had innocently placed her undocumented Peruvian parents.

“She laughed, she jumped up and down. She was excited” after the encounter at Daisy’s suburban Washington, D.C., elementary school, the girl’s maternal grandfather, Genaro Juica, told The Associated Press.

The TV appearance made the pigtailed second grader a voice of the estimated 12 million immigrants living in the United States illegally — and a source of pride for Peru’s president, who visits Washington on Tuesday.

“My mom says that Barack Obama is taking away everybody that doesn’t have papers,” Daisy told the U.S. first lady on May 19 at the New Hampshire Estates Elementary School in Silver Spring, Maryland.

“Well, that’s something that we have to work on, right, to make sure that people can be here with the right kind of papers,” Michelle Obama replied.

“But my mom doesn’t have papers,” said Daisy, a U.S. citizen by virtue of her birth.

The colour immediately drained from her mother’s face. She ran crying to call her parents in Lima, then went into hiding, fearful of being deported.

These are tense times for people like Daisy’s mother, a maid who arrived in the United States with her carpenter husband when she was two months pregnant with Daisy.

Daisy’s parents are fearful of U.S. anti-immigrant sentiment, which for many Latin Americans is epitomized by an Arizona law taking effect in July that gives police the right to demand ID papers of anyone suspected of being in the country illegally.

The U.S. Department of Homeland Security has said it is not pursuing Daisy’s parents. Immigration investigations, it said in a statement, “are based on making sure the law is followed and not on a question-and-answer discussion in a classroom.”

Nonetheless, Daisy’s mother asked the AP after the May 19 incident not to name her or her husband.

And Juica, heeding an attorney’s advice, asked the news agency not to take photographs of him or other relatives in Peru.

Daisy, meanwhile, has become a celebrity in Peru.

“I’m really proud that a young girl of Peruvian origin is highlighting the enormous problem with Latin American immigration in the United States,” President Alan Garcia told reporters last week.

He said it would be scandalous if her parents were deported.

“Do you know how much President Obama and Mrs. Michelle Obama would stand to lose?” he said. Garcia called the Arizona law a “completely irrational response” to the illegal-immigration question, and said he would express his thoughts on the matter to President Obama during his visit to Washington.

An estimated 1.5 million Peruvians currently live in the U.S. Of those, three in five are either undocumented or in the process of legalizing their status, said Peru’s consul-general in Washington, Cesar Augusto Jordan.

Peruvian Foreign Minister Jose Antonio Belaunde said in a Radioprogramas radio interview that he considers Daisy a “successful ambassador” for compatriots in similar predicaments.

While Daisy has automatic U.S. citizenship and lives full time with her parents, her 9-year-old sister, July, has not been so lucky. July was left behind with her grandparents when her parents moved to the United States to escape poverty.

The two sisters met for the first time last year when Daisy spent a month visiting her grandparents in the working-class San Juan de Lurigancho district of Lima.

But July misses her parents, who are unlikely to visit Peru because of their illegal status in the U.S.

July has only seen them in photographs and in video chats with a webcam.

“She cries,” Juica said.

My small words to you, the Helpers

This is a letter I want to share with you. I wrote it when I was having a real hard time, and thought of all those people who suffered so much more than me… It led me to this writing, one of empathy and compassion for those Workers in Suicide Prevention, Domestic Violence, and Women’s Shelters… enjoy.

Tonight, in front of a tall glass of water and my favourite snack, staring at the lifeless monitor in front of me, I wonder. I wonder about all those people, those hearts of gold that spend hours on end, tirelessly pouring out elements of support to the needy, and all this with absolutely no wish for a return.

I wonder about all those personal problems that have to be pushed aside, the rush of the day, the hurting feet, the sore back…

But you are still there, not knowing how, but always staying at your best for those whom society has fled and left in the dust.

The real Heroes are the ones who KNOW what Hardship is all about, those who Live what they Talk, and Talk the way they Live.

Tell me… When is it that YOU get a call from someone who wants to say what a good person YOU are?.

What I want to do this evening, is to let you know how appreciated all of you really are, especially from those who can’t come backto say Thank You.

In this reality, where the world is becoming more and more impersonal, the really ‘insane’ people are the ‘normal’ ones…

The ones who are ‘losing it’, are those who have ‘no more desire’, and who ‘have to think real hard to come up with a reason why they should continue to live in a world like this one’, a world where the soft-hearted souls are the first to be martyred…

I am one of those people I speak of. I am one of those who knows where this world should be and why things are the way they are.

After working on ‘Canadian’ and ‘United States’ history for the last 15 to 20 years, I see what most people care not to, and I live it, as well.

Yes, it is my choice. I am blessed with knowing why this world is upside down, and it is not an opinion, but an historical fact.

Those who care to, will venture where I have walked… On the fields of Wounded Knee, or in the Residential Schools of ‘British-Columbia’,

or even still, in the tears of Human Beings who no longer know who they are, and for good reason.

In this world, there is no Natural Law as there was before, where All the People had one voice, and All had Inalienable Rights.

It has all become a world in which a ‘Higher Authority’, a ‘Sovereign’, gives ‘rights’ to you and can take them away from you whenever it suits

him or her. It has become a world in which Natives in Ontario couldn’t work for Ontario Hydro, until after 1965, and it was a POLICY.

There were signs in windows in the ol’ U S of A, saying INDIANS OR DOGS NOT ALLOWED.

What I have tried to explain above, and thank you for still reading, are the two ways of thought that collide. The Natural and the Man-Made, certainly not the Feminine. Before, it was a World of Women, in which MEN knew their place and acted accordingly.

How far we have drifted from a world in which NOTHING was decided without the expressed consent of the Women… and when there were Ceremonies, and the women were on ‘their Moon-Time’ sat round the men

on the outside, to protect them, because they were so powerful Spiritually at that time… This is a World that has been forgotten, but is coming back to Light.

And the struggle continues.

The Indian MSM is still reporting 5000 barrels. Here is part of a recent conversation with someone who knows oil business and knows what he is talking. The Indian Express article is a no-brainer….but at least they are reporting ‘something.’ Apart from this there are other reports too that confirm something along the lines given below. Cowan said that the submarine traveled about 400 feet down, close to the sea floor, and found oil all the way down. Trying to find the edges of the plume, he said the submarine traveled miles from side to side.
“We really never found either end of it,” he said. He said he did not know how wide the plume actually was, or how far it stretched away to the west.

The scene at the Hive (BP’s crisis management centre in Houston) can be described as a confluence of the most imaginative minds in modern engineering from around the world under one roof trying to solve a problem that has defeated them for more than a month now. They have a limitless budget and stateoftheart equipment at their beck and call. But they are helplessly watching an environmental disaster unfold in slow motion.

None of their ideas have been successful in capping the deep underwater well after an accident that killed 11 people. Initial reports and congressional testimony point to a flaw in the cement or the pipes encased in cement.

The explosion at the Deepwater Horizon drilling rig, leased by BP, is spewing an estimated 5,000 barrels of sweet Louisiana crude into the Gulf of Mexico. Now they’re running out of time as the scale of the disaster morphs into an environmental nightmare. While the Deepwater Horizon spill is still smaller compared to other major marine oil spills, such as the Mexican Ixtoc1 spill of June 1979 or the South African Castillo de Bellver spill of August 1983, the damage caused so far is by no means small. The bad news keeps flowing as effortlessly as the oil from the well. The spill is threatening the fragile marshes and rich oyster beds that line Louisiana’s shores and if the oil slick is picked up by the Loop Current it could cripple Florida’s tourism industry and do irreparable damage to its everglades. There is also the possibility of the spill sneaking its way to the Atlantic if caught by the Gulf Stream.

The marinebased industries in the region are going to take the hit, and this is not a pleasant thought for an economy that is grappling its way out of a recession. Then there are concerns about the toxicity of the dispersant (the chemical that breaks oil into small droplets) used by BP both on the surface and underwater near the source.The Deepwater accident stresses the need for greater scrutiny, like never before, on the risks offshore drilling poses, especially when weighing the threats to the environment. Many of the effects could well be irreversible. The oilcovered pelicans, dead turtles and jellyfish in Louisiana are chilling reminders. This catastrophe is a warning that we should, while exploiting and depleting our natural resources, respect Earth and work within our own limitations.

Israel stations nuclear missile subs off Iran

Three German-built Israeli submarines equipped with nuclear cruise missiles are to be deployed in the Gulf near the Iranian coastline.

The first has been sent in response to Israeli fears that ballistic missiles developed by Iran, Syria and Hezbollah, a political and military organisation in Lebanon, could hit sites in Israel, including air bases and missile launchers.

The submarines of Flotilla 7 — Dolphin, Tekuma and Leviathan — have visited the Gulf before. But the decision has now been taken to ensure a permanent presence of at least one of the vessels.

The flotilla’s commander, identified only as “Colonel O”, told an Israeli newspaper: “We are an underwater assault force. We’re operating deep and far, very far, from our borders.”

Each of the submarines has a crew of 35 to 50, commanded by a colonel capable of launching a nuclear cruise missile.

The vessels can remain at sea for about 50 days and stay submerged up to 1,150ft below the surface for at least a week. Some of the cruise missiles are equipped with the most advanced nuclear warheads in the Israeli arsenal.

The deployment is designed to act as a deterrent, gather intelligence and potentially to land Mossad agents. “We’re a solid base for collecting sensitive information, as we can stay for a long time in one place,” said a flotilla officer.

The submarines could be used if Iran continues its programme to produce a nuclear bomb. “The 1,500km range of the submarines’ cruise missiles can reach any target in Iran,” said a navy officer.

Apparently responding to the Israeli activity, an Iranian admiral said: “Anyone who wishes to do an evil act in the Persian Gulf will receive a forceful response from us.”

Israel’s urgent need to deter the Iran-Syria-Hezbollah alliance was demonstrated last month. Ehud Barak, the defence minister, was said to have shown President Barack Obama classified satellite images of a convoy of ballistic missiles leaving Syria on the way to Hezbollah in Lebanon.

Binyamin Netanyahu, the prime minister, will emphasise the danger to Obama in Washington this week.

Tel Aviv, Israel’s business and defence centre, remains the most threatened city in the world, said one expert. “There are more missiles per square foot targeting Tel Aviv than any other city,” he said.

Troops to the Mexican Border

WASHINGTON— Under pressure to take action, President Barack Obama is ordering1,200 National Guard troops to boost security along the U.S.-Mexico border, officialssaid Tuesday, pre-empting Republican efforts to force a congressional vote to sendthe troops.Obama will also request $500 million for border protection and law enforcementactivities, according to lawmakers and administration officials.

The president’s action comes as chances for comprehensive immigration reform,

Obama’s long-stated goal, look increasingly dim in this election year. Obama has

been all but compelled to do something since Arizona‘s passage of a tough illegal-

immigration law thrust the border problem into the public spotlight.

The National Guard troops will work on intelligence, surveillance and reconnaissancesupport, analysis and training, and support efforts to block drug trafficking. They willtemporarily supplement Border Patrol agents until Customs and Border Protectioncan recruit and train additional officers and agents to serve on the border, an administrationofficial said.

In 2006, President George W. Bush sent thousands of troops to the border to performsupport duties that tie up immigration agents. But that program has since ended, and politicians in border states have called for troops to be sent to curb human and drugsmuggling and to deal with Mexico’s drug violence that has been spilling over into theUnited States.

The administration official, speaking on condition of anonymity ahead of a public announcement, disclosed the new White House plans shortly after Obama met at

the Capitol with Republican senators who pressed him on immigration issues

including the question of sending troops to the border.

Arizona Sens. John McCain and Jon Kyl have been urging such a move, and

Republicans planned to try to require it as an amendment to a pending war

spending bill.

In a speech Tuesday on the Senate floor, McCain said the situation on the U.S.-

Mexico border has “greatly deteriorated.” He called for 6,000 National Guard

troops to be sent, and he asked for $250 million more to pay for them. “I appreciatethe additional 1,200 being sent … as well as an additional $500 million, but it’ssimply not enough,” McCain said.

Democrats were considering countering McCain’s amendment with a proposal

of their own after disclosure of the administration plans. The White House wasn’t

expected to formally send its spending request to Capitol Hill until after the

Memorial Day recess, said Kenneth Baer, spokesman for the White House

Office of Management and Budget.

(French: Cour Pénale Internationale; commonly referred to as the ICC or ICCt)^[1] is a permanent tribunal to prosecute individuals for genocide, crimes against humanity, war crimes, and the crime of aggression (although it cannot currently exercise jurisdiction over the crime of aggression).^[2]^[3]

The court came into being on 1 July 2002 — the date its founding treaty, the Rome Statute of the International Criminal Court, entered into force^[4] — and it can only prosecute crimes committed on or after that date.^[5] The official seat of the court is in The Hague, Netherlands, but its proceedings may take place anywhere.^[6]

As of March 2010, 111 states are members of the Court,^[7]^[8]^[9] and a further 37 countries have signed but not ratified the Rome Statute.^[7] However, a number of states, including China, India, Russia and the United States, are critical of the court and have not joined. The ICC can generally exercise jurisdiction only in cases where the accused is a national of a state party, the alleged crime took place on the territory of a state party, or a situation is referred to the court by the United Nations Security Council.^[10]

The court is designed to complement existing national judicial systems: it can exercise its jurisdiction only when national courts are unwilling or unable to investigate or prosecute such crimes.^[11]^[12] Primary responsibility to investigate and punish crimes is therefore left to individual states.^[13]

The agency in charge of overseeing the United States’ oil reserves was plagued with gross mismanagement that in at least one case allowed the companies being inspected to fill in their own audit reports, an Inspector General’s report will reportedly reveal this week.

Regulators overseeing oil drilling in the Gulf of Mexico reportedly allowed oil company officials to fill in their own inspection reports. According to the internal probe being released this week, oil officials sketched out their answers in pencil and turned them over to federal oversight officials, who then traced their answers in pen.

And as if that wasn’t enough, a Louisiana inspector from the Minerals Management Service purportedly admitted to investigators that he’d used crystal methamphetamine, and may have been high on the illegal stimulant during a drilling inspection.

The Inspector General’s report was previewed Tuesday in the New York Times. The report is sure to set off a bombshell in Washington, where Congress is probing how a massive and still-growing oil leak was allowed to happen in the Gulf of Mexico. None of the reports findings directly address the lead-up to the spill from the sinking of Transocean’s Deepwater Horizon rig in April, but they certainly draw a picture of a watchdog asleep — or high — at the wheel.

The report also found that during the tenure of President George W. Bush, from 2005 to 2007, “inspectors accepted meals, tickets to sporting events and gifts from at least one oil company while they were overseeing the industry,” the Times said.

The paper added that “the investigation had been presented to the United States Attorney’s Office for the Western District of Louisiana, which declined prosecution.”

The official probe is said to have relied on confidential sources who tattle-taled on the troubled agency.

They “provided additional information pertaining to M.M.S. employees at the Lake Charles District Office, including acceptance of a trip to the 2005 Peach Bowl game that was paid for by an oil and gas company; illicit drug use; misuse of government computers; and inspection report falsification.”

The latest inquiry into the Minerals Management Service is not the first hard-hitting report to reveal mismanagement by the agency. MMS is charged with overseeing the nation’s oil resources and with collecting royalties from oil production firms. Critics of the agency have said that this dual role often puts the watchdog at a conflict of interest with its purpose of protecting taxpayers.

A 2008 probe found similarly troubling behavior by MMS workers. Citing what he called a “culture of substance abuse and promiscuity” by workers, the Interior’s Department’s inspector general found that employees had sex with and took drugs with energy company representatives. Workers also reportedly enjoyed gifts, ski trips and golf outings paid for by oil giants.

In recent weeks, the Obama administration has proposed to split up the MMS into separate watchdog and royalties collection units.

Noted the AP earlier this month: “One agency would be charged with inspecting oil rigs, investigating oil companies and enforcing safety regulations, while the other would oversee leases for drilling and collection of billions of dollars in royalties.

“Currently, the Minerals Management Service, an arm of the Interior Department, is responsible for collecting more than $10 billion a year from oil and gas drilling and with enforcing laws and regulations that apply to drilling operations.”

BP and Coast Guard Threaten to Arrest Journalists for Covering Oil Polluted Shoreline in Louisiana

The U.S. Coast Guard’s motto is “Semper Paratus,” Latin for “Always Ready” or “Always Prepared.” In the case of BP’s Gulf oil disaster, the Coast Guard is apparently always prepared to prevent the media from covering Louisiana’s oil-soaked Gulf shoreline.

This is BP’s rules, it’s not ours,” someone aboard the boat said. In other words, BP is running the show, not the Coast Guard and the government.

Karl Burkart, writing for Mother Jones, reports numerous, unconfirmed reports of cameras and cell phones being confiscated, scientists with monitoring equipment being turned away, and local reporters blocked from access to public lands impacted by the oil spill.

“But wait,” writes Burkart, “isn’t that a public beach? From my viewpoint, it looks as if the Coast Guard has been given direct orders to protect BP’s PR interests above safety concerns over air and water quality, above the outcries of local governments in need of aid, and (worst of all) above the need for the American public to be informed about what is really going on in the Gulf.”
